I’d likely guess this distinguished garment is late 60’s to late 70’s.

Likely a wool blend based on texture and knowledge from a fashion degree that I paid way too much for and just recently paid off.
Waist closed is 16 1/2 inches flat.
Shoulder to shoulder 15 1/2 inches flat.
Armpit to armpit is 19 inches flat.
Center front to hem is 28 inches.
Sleeve length is 23 inches.
Best fits a modern XS-Medium based on the fit you like. Check measurements on an existing garment you own (like a jacket or blazer) to be sure.
