Staining throughout garment and please see photos of this. To be expected with the age of the garment and just adds to its living history. One looks to be a mark from a sales sticker at one point (see photos) Could be covered with an additional appliqué that is period appropriate of a pin that is modern. So many choices.

Hips are full skirt.
Bust is 34 inches.
Shoulder to shoulder is 15 inches on the flat.
